Someone forgot to finish getting dressed

I'm guessing this power traveller didn't want to lug a garment bag to bring his suit on his trip, yet he didn't quite feel like wearing the whole thing on the plane...

Either that or he got dressed in a hurry and just forgot the pants, socks and shoes... (...or maybe he's a newscaster who only shows the top half of his body on camera).
